UVIWATA secured its registration in late 2025 and is currently establishing its operational base. UVIWADA itself has an emergent programme of work in Dar es Salaam, thereby providing a model for UVIWATA operations in other regions. The Finances and Operations Manager provides leadership and day-to-day administration of UVIWATA finances and operations, working from set-up through to established systems and practices, across centralised and subnational operations. While the role is contracted by UVIWATA and reports directly to the Chairman, there will also be technical line management reports to Children in Crossfire during the early stages of role implementation, given UVIWATA’s emergent status as an institution. The role ensures strong tripartite liaison between UVIWATA, UVIWADA, and CiC as part of institutional incubation, high - quality finance and operational stewardship, and the foundations for strong operational systems and decentralised coordination. The position ultimately supports UVIWATA’s programming for improved quality standards and expanded access to childcare services, particularly in high-density, low-income communities across Dar es Salaam.
Responsibilities
Major Responsibilities:
1) Lead responsibility for Finance management support and supervision across UVIWATA and its subnational operations;
2) Lead responsibility for carrying out all necessary Finance administrative duties;
3) Lead responsibility for carrying out all necessary Operational administrative duties;
4) Support implementation of HR practices across UVIWATA and its subnational operations.
Specific Responsibilities:
1) Lead responsibility for Finance management support and supervision across UVIWATA and its subnational operations;
• Develop and outline Finance policy, practice, and procedures for UVIWATA, including subnational operations;
• Develop, maintain, and monitor systems of internal control that help safeguard all resources in adherence with the policy, practice, and procedures;
• Provide input to developing and consolidating budgets, ensuring ongoing implementation and monitoring thereafter;
• Ensure that financial transactions are in line with eligibility and other conditions stipulated by the donors;
• Maintaining proper books of account for UVIWATA, ensuring that financial transactions are properly captured, recorded, and filed in a timely and efficient manner;
• Support the preparation of monthly management accounts, perform cash and bank reconciliations, and ensure that relevant ledgers are maintained in line with the programme accounts;
• Develop, maintain, and enhance finance reporting structures for internal and external requirements, ensuring timely, accurate, and relevant information;
• Support capacity-building of UVIWATA management to manage finances and safeguard organisation assets to high standards of transparency and accountability;
• Ensure that UVIWATA finances are managed accountably in due consideration of the Government of Tanzania policy and regulation regarding taxation and other protocols;
• Build the finance capacity of non-financial project staff to manage finances and safeguard organisation assets to high standards of transparency and accountability;
• Provide finances and administrative support to internal and external auditing processes on the country office operations.
• Adhere to organisational policy, practice and procedures, as well as additional donor conditions for respective finance reporting.
2) Lead responsibility for carrying out all necessary Finance administrative duties
• Manage UVIWATA office running costs, petty cash, reconciliations, and reporting.
• Prepare payment vouchers with supporting documentation, ensure timely filing and archiving.
• Oversee floats, reconciliations, and follow-up on retirements.
• Support mobile money payments during trainings/workshops.
• Review supporting documents for payments, verify supplier invoices, and match purchase orders and delivery notes.
reviewing expenditure statements, facilitating fund transfers, and participating in capacity building sessions.
3) Lead responsibility for carrying out all necessary Operational administrative duties
• Provide the line management of the Front Office/receptionist role for UVIWATA, ensuring
effective performance management and support.
• To ensure the UVIWATA national office is effectively structured and performing all
administrative duties as required.
• Manage procurement, including sourcing quotations and ensuring value for money.
• Provide lead administrative support in ensuring compliance with regulatory requirements
and ensure statutory compliance in terms of UVIWATA’s registration and legal status, and
filing of statutory reports;
use and maintenance of office assets.
• Ensure efficient and effective physical and online filing system of all office information and
documentation, including proper archive, back-up, filing system, and accessibility protocol;
• Provide finance, administrative and logistical support to the UVIWATA staff team during
large event organisation.
4) Support implementation of HR practices across UVIWATA and its subnational operations
• Support the coordination and effective implementation of staff performance management systems.
Safeguarding Risk
Child protection is a term used to describe the responsibilities and activities undertaken to prevent or to stop children from being abused or ill-treated. It is UVIWATA’s duty and responsibility to reduce the risks of abuse to the children with whom we have contact with and keep them safe from harm.
The role is considered to present a low rating of safeguarding risk. The role will be primarily office-based, with limited fieldwork in daycare and communities or direct interaction with children and vulnerable adults. Even so, the Finance and Operations Manager will be expected to read, participate in orientation and sign off on child protection and safeguarding policies.
Requirements
Person Profile
• Bachelor’s degree in Accounting / Finance / Business Administration / Commerce or related field.
• MBA with specialization in Accounting and Finance
• Professional certification (advanced level or full, strongly preferred)
• At least 3-5 years’ experience in leading or supporting the management of financial operations, administrative processes, and organizational support functions, preferably in an NGO setting.
• Experience in managing multiple donor programme grants, donor conditions and accountabilities, compliance, audits, and managing sub-grantee partners
• Skilled in budgeting for multi-year projects, financial reporting, payroll management, and accounts reconciliation
• Experience in providing administrative and logistical support across development projects
• Experience of supporting Human Resource policies and procedures
• Leadership and team coordination and ability to train and mentor finance and admin staff
• Proven skills in MS Office and finance-specific software; proficiency in QuickBooks Online is an added advantage
• Strong analytical and problem-solving skills; Excellent communication and report writing
• Good organizational skills and attention to detail
